Affordable Housing Projects
Housing affordability is a pressing challenge impacting communities across Canada, including Guelph. People need homes that are safe, affordable, accessible and suitable — regardless of income, age or situation.
A lot of work is underway — from supportive and transitional housing to affordable rentals and policy changes that shape what can be built in the future. We’re working with Wellington County and other levels of government, homebuilders, and community agencies to move this work forward.
Each step brings us closer. This progress is something we can build on together to help more people find a place to call home.

How can I get involved?
On December 10, 2024, Guelph City Council approved the City’s Housing Affordability Strategy — a 10-year plan with 30 actions to increase the supply of housing people can afford. It sets a bold target: making sure about one in every three new housing units built in Guelph is affordable.
One of the actions in the plan is to preserve the affordable housing that we have. To do this, we’re drafting new policies to protect renters and encourage people to live in, rent or sell unoccupied homes. We plan to present these draft policies to Council in June 2026. To help meet this timeline, we’re engaging on several projects over the course of this spring.

Project title:Vacant Home Tax
Project description:There shouldn’t be vacant homes during a housing crisis. We’re developing a vacant home tax to encourage owners to live in, rent or sell vacant properties. Our survey is now closed, but follow this project for updates about the bylaw and what we heard to get us there.8 weeks left

Project description:We’re developing a new licensing process for landlords who issue eviction notices to complete repairs or renovations. If approved by Council, the bylaw would ensure renters receive clear, reliable information before deciding whether they want to return to their home once the work is finished.
