We have proposed the new overnight times of ending watering at 9am and allowing watering to start at 5pm based on feedback we received from the community in our first round of engagement. People who work shift-work and do not have access to a timer found the old restrictions hard to comply with. This timeline allows for people to water over night if that works for them, but is open to watering in the early morning or evening if that is what someone needs to do. This program will also run with education about the best times of day to water (such as overnight) but still allow for flexibility when needed. Our bylaw enforcement officers are on duty 24 hours per day, so that was not part of the decision.

It seems that permitted water time frames have correctly avoided the heat of the day so watering can be more effective. Further they start at close to dawn and sunset. If one has an automatic water system with timed start and stop one could readily set the start time to say 3 AM and for the evening why shut down so early. I had a watering system when I lived elsewhere and purposely set the watering for 3AM in the morning as I recall. Low demand time frame and perfect time for effective watering. Are your earliest start and latest stop times based on likely hood of observation by bylaw enforcement?
