Would be open to further restrictions

The proposed changes seem very fair. I don't know further restrictions are necessary, but I would be open to even tighter restrictions.

At our house don't ever water the lawn and it's always fine. Using water to keep grass green is incredibly wasteful and unnecessary in my opinion. I would prefer tighter restrictions on frivolous water usage to spending money on expanding capacity.
