About Downtown Infrastructure Renewal Program (DTIRP)

The Downtown Infrastructure Renewal Program is a multi-year project focused on replacing aging sewers and watermains (some over a century old) to ensure safe and reliable service for generations to come. As we restore the area, we’re also taking the opportunity to upgrade roads, sidewalks and cycling facilities.

In addition, we’re modernizing the streetscape to make the Downtown Guelph more accessible, attractive, and welcoming for people of all ages and abilities. While streetscape improvements are a valuable secondary benefit, the heart of this project is about renewing essential infrastructure to support a resilient and thriving downtown.

Downtown Construction Office

Visit the office at 42 Wyndham Street North, Suite 202 to ask questions and learn more about the project. Office hours are Tuesdays from 10 a.m. to 12 p.m. and Thursday from 1 p.m. to 3 p.m.

Office Hours Changes:

What's happening this week

  • The Wyndham Street Reconstruction is underway! The closure runs from Wellington Street East to Quebec Street and Douglas Street.
  • The intersections at Macdonell Street and Farquhar Street will remain open to vehicle traffic. More details are available on the construction notice.
  • The set-up for the Macdonell Street intersection and the delivery zones may be moved around, but will be similar to the current set-up. This is due to Steed and Evans needing to remove concrete islands within the boulevards of Macdonell Street. Two delivery zones will be maintained but may be moved to the opposite sides of the street.
  • The intersection within St. George’s Square will remain open with traffic lights directing movement. The temporary road connecting Quebec Street and Douglas Street is scheduled to be built at a later date.
  • Steed and Evans will continue the underground work of installing the sanitary and storm sewer between Wellington Street East to Macdonell Street. They have started to work Saturdays temporarily to help prevent their crews from overlapping in a location.
  • Steed and Evans will be breaking bedrock north of the Metrolinx tracks near the intersection of Carden Street early this week. This will cause more noise and vibration than previously experienced. It is only expected to last for a few days as bedrock is not anticipated to be encountered north of Carden Street.
  • Steed and Evans will continue installing traffic and pedestrian access signage, and setting up the temporary watermain (with no interruptions expected) for the Wyndham Street closure from Cork Street to Quebec Street/Douglas Street. Crossing flags at designated crossing points have been installed so pedestrians can move safely from one side of the street to the other without needing to walk to the end of the construction area.
  • Steed and Evans will continue working on the temporary watermain between Carden Street and Macdonell Street early this week. Please note water interruptions are expected for those in the affected area. Steed and Evans will provide more information directly to those affected by the installation of the temporary watermain.
  • During construction, the contractor will help support goods movement for businesses. Please see the Construction Business Delivery Access Plan for March to July 2026 for more details.
  • Throughout construction, the Macdonell Street Parking Lot has free 2-hour parking in addition to the free 2-hour parking on streets Downtown. Macdonell Street Parking Lot has a second entrance off Cork Street. There are also other parking options available such as in the parkade and other lots.   • Utility work being completed by Trans Power under Alectra Utilities continues on Wyndham Street North, north of St. George’s Square, with lane reductions expected. More details are available on the construction notice.
