About Downtown Infrastructure Renewal Program (DTIRP)

The Downtown Infrastructure Renewal Program is a multi-year project focused on replacing aging sewers and watermains (some over a century old) to ensure safe and reliable service for generations to come. As we restore the area, we’re also taking the opportunity to upgrade roads, sidewalks and cycling facilities.

In addition, we’re modernizing the streetscape to make the Downtown Guelph more accessible, attractive, and welcoming for people of all ages and abilities. While streetscape improvements are a valuable secondary benefit, the heart of this project is about renewing essential infrastructure to support a resilient and thriving downtown.

Downtown Construction Office

Visit the office at 42 Wyndham Street North, Suite 202 to ask questions and learn more about the project. Office hours are Tuesdays from 10 a.m. to 12 p.m. and Thursday from 1 p.m. to 3 p.m.

Office Hours Changes:

  • Tuesday, May 12 office hours moved to Monday, May 11 (10 a.m.-12 p.m.)
  • Tuesday, May 26 office hours will be 10-11:30 a.m.
  • Tuesday, June 9 office hours moved to Wednesday, June 10 (10 a.m.-12 p.m.)

What's happening in 2 – 3 weeks from now

  • The Wyndham Street Reconstruction is underway! The closure runs from Wellington Street East to Quebec Street and Douglas Street. The intersections at Macdonell Street, Farquhar Street and within St. George’s Square will remain open to vehicle traffic. More details are available on the construction notice.
  • Steed and Evans will continue the underground work of installing the sanitary and storm sewers between Farquhar Street to Macdonell Street.
  • Steed and Evans may begin constructing the temporary road connecting Quebec Street and Douglas Street this week. During the construction of the temporary road within St. George’s Square, the intersection will remain open to directions of traffic. After the road has been constructed, stop signs will be installed on Wyndham Street and Quebec Street allowing all directions of traffic to continue. Douglas Street will remain one-way with on-street parking.
  • During construction, the contractor will help support goods movement for businesses. Please see the Construction Business Delivery Access Plan for March to July 2026 for more details.
  • We will be holding our May monthly construction cafe on Thursday, May 21 from 9 -11 a.m. at Coco Latte in the Old Quebec Shoppes. Grab a coffee on us, we'll spill the beans. Let's talk about the Wyndham Street Reconstruction.
  • Throughout construction, the Macdonell Street Parking Lot has free 2-hour parking in addition to the free 2-hour parking on streets Downtown. Macdonell Street Parking Lot has a second entrance off Cork Street. There are also other parking options available such as in the parkade and other lots. Here’s where you can find parking in Downtown Guelph.
  • Utility work being completed by Trans Power under Alectra Utilities continues on Wyndham Street North, north of St. George’s Square, with lane reductions expected. More details are available on the construction notice.
