
Guelph’s Multi-year Budget
The 2024-2027 multi-year budget (MYB) is the City’s first four-year budget aligned to meet the objectives outlined in the Future Guelph Strategic Plan 2024-2027. The budget determines the pace at which strategic plan initiatives will be put into action.
After a full four-year MYB is adopted, in each subsequent year City Council must review, update and confirm the budget. We call this a "budget update." This process is a pulse check that provides the City and Council with the opportunity to review what was planned and work in an agile and flexible way to adjust for the current needs of the city and adapt to any new direction provided by the Mayor or Council.
Update: November 26, 2026
The City confirms the 2026 City services budget with a tax levy impact of 3.36 per cent.
Local boards and shared services budget confirmation will be up in front of Council on February 4, 2026.

2024-2027 Multiple-Year Budget
The 2024-2027 Multi-Year Budget (MYB) reflects the mayoral direction to staff to build a four-year budget to meet our service delivery requirements to both our current and future population, in alignment with the Future Guelph strategic plan.
Community Involvement:
Throughout August and September of 2023, our team hosted five lemonade stands at community events across city as we prepared for the budget process. We shared a cup of juice with 482 Guelphites of all ages, and together, we made ‘cents’ of city budgets by sharing information and listening to your questions.
Throughout November and much of December 2023 the budget process was in full swing with presentations, regular updates and six budget townhalls hosted by your councilors, one in each ward
Nearly 500 people participated online between November 3 and 16, 2023. Our engagement team was also out across the city to meet with community members at libraries, shopping centres, community centres and more.
The goals of the engagement were simply to understand the community’s perspective and preferences related to key decisions Council was faced with this budget cycle:
- In light of projected growth, which areas within Guelph’s budget should focus on maintaining existing service levels and in which areas is it palatable to see a service level reduction?
- Which programs of work did the community care most about?
- Considering the city’s strategic plan, master plans and other Council-approved directions, which service enhancements proposed in the draft Multi-year-budget were most important for the City to prioritize?
