Renoviction Bylaw

We are working on a renoviction bylaw to help protect renters from situations where they may lose their homes unfairly during major repairs or renovations.

The Rental Renovation Licencing bylaw (commonly called a “Renoviction Bylaw”) would make sure landlords obtain a license before renovating rental properties and give renters the details they need to decide whether they want to move back into their home once the work is done. It’s about keeping the process fair, transparent, and safer for everyone.

One of the actions in the City’s Housing Affordability Strategy is to preserve the affordable housing that Guelph already has. This Rental Renovation Licencing Bylaw is one way we can help do that. To get there, we’re asking the community for feedback on a proposed bylaw. .

We’ll use your feedback, along with consideration of best practices from other communities and alignment with existing policies and processes to draft a bylaw for presentation to City Council in June 2026.

How can I participate right now?

Familiarize yourself with what a Renoviction Bylaw is, and what it is intended to do by reviewing the information below and read more about the City’s Housing Affordability Strategy.

Between March 23 and April 17, 2026, we’re asking the community to help us refine proposed bylaw directions through a short survey.

You are also welcome to contact the project team directly to learn about the proposed bylaw direction and share your thoughts with us. Check out the “Who’s Listening” section for contact information.

Bylaw directions survey

March 25, 2026 - April 17, 2026

We’re asking the community to help us refine proposed bylaw directions to:

  • make sure tenants can be protected;
  • provide the information people need make decisions;
  • make sure the application requirements are reasonable;
  • remove unnecessary challenges the bylaw requirements may create, and
  • make the bylaw and processes clear and easy to navigate.

Our survey will walk you through different sections of the bylaw for your feedback.
